<p>Nothing in life comes without a price, not even freedom itself. I started thinking about this concept and the irony we face as we send our troops overseas and elect our officials here in the US…</p>
<p>Just a few weeks ago, a young man from my church suffered a tragic disaster. While serving in the military in Afghanistan, he accidently stepped on an IED. As a result, he has lost all of his limbs save for one arm. He is still in a coma; he is lucky to be alive. We are diligently praying for him to wake up to see his little girl again. This 22-year-old has given almost everything to ensure the safety of his fellow US citizens. There are countless stories just like this. Our family members, loved ones, friends, and strangers have given their lives for the protection and security of the greatest nation in the world. With the price of freedom so high, who are we to squander their sacrifice?</p>
<p>There are those in leadership positions of our government, local, state, and national, who do not hold the same American values that patriots like this man and our entire military force fight for on a daily basis. On the contrary, they prefer to focus on imposing govern</p>
<p>ment on the people, which leads to the destruction and devaluation of what makes this country what it is – liberty, freedom, independence, prosperity… this list goes on. It is such individuals and groups that fight to deteriorate what has kept this nation functioning on the basis of our Constitution since our Founding Fathers first drafted the Declaration of Independence in 1776.</p>
<p>So while you sit down with your family and friends, eat a hotdog and a hamburger, drink your beer and cola, relax on your boat, watch those fireworks, and whatever else you do to celebrate Uncle Sam’s birthday, think about what is happening all around you: soldiers in armor are fighting overseas for your right to live freely while elected officials in suits are fighting to make sure that as many of those freedoms are smothered and removed completely. So this leaves us with the question: what is freedom? Is the price really right or is it truly worth what the young man from my church and those with him have sacrificed?</p>
<p>On this Independence Day, the 235<sup>th</sup> birthday of the United States of America, let yourself be thankful for everything we have accomplished… and what it has meant for and against the people’s freedom. Happy 4<sup>th</sup> of July.</p>

<p>Things are heating up in Annapolis now. Legislation on redefining marriage within the state of Maryland is making its way through the General Assembly from both sides. The Senate peacefully passed its version of the bill (SB 116) with amendments by a narrow 25-22 vote on Thursday, February 24. This was 1 more than the 24 votes it needed to pass the bill. Now the bill is making its way through the House. There was a hearing on the bill in the House Judiciary committee last Friday, which had a not-surprisingly heavy turn-out. Delegates debated various amendments on March 9 on the floor. Next step? The Big Vote.</p>
<p>In its original form, this legislation would redefine the definition of marriage as it is stated in the state’s constitution under Maryland Family Law, Section 2-201, which says that “only a marriage between a man and a woman is valid in the state.” Amendments were debated during the second reading of the bill, which took place on Wednesday on the House floor. These included provisions that would protect teachers and families from being forced to participate in education within public school systems on the basis of religious beliefs. There was one amendment that proposed changing the name of the bill from “The Civil Marriage Protection Act” to “Same Sex Marriage” Finally, there was an amendment that would have made the passage of the bill contingent on the passage of another bill still in committee (HB 963). However, none of the proposed amendments were successful.</p>
<p>Although this bill has been pushed rather quickly through both chambers, the bill’s progress was put on a hold in the House Judiciary Committee as two Democratic delegates, who co-sponsored the bill and were believed to be strong supporters, refused to vote in Tuesday’s committee meeting. This brought progress to a screeching halt, particularly shocking those who were hoping to see it passed as quickly and easily in the House as it had in the Senate. Delegates Carter (D-Baltimore) and Alston (D-Prince George’s) did not show up to the voting session, meaning they could not commence voting on the legislation. Delegate Carter, who says she still supports same-sex marriage, is hoping that by doing this, she will bring attention to two of her bills which she says are of equal if not more importance. Delegate Alston admits to having second thoughts despite co-sponsoring the bill, explaining that she needed more time to pray about how she will ultimately vote. Even Delegate Stukes has withdrawn his support, saying that he had been under the impression that the legislation would allow civil unions, not marriage.</p>
<div class="wp-caption alignright" style="width: 295px"><a href="http://kristinsdesk.files.wordpress.com/2011/03/gay_marriage_large.jpg"><img title="gay_marriage_large" src="http://kristinsdesk.files.wordpress.com/2011/03/gay_marriage_large.jpg?w=285&#038;h=285" alt="" width="285" height="285" /></a><p class="wp-caption-text">The debate is heated on this legislation.</p></div>
<p>When it comes to arguments for the bill, proponents took a bleeding-heart approach in their testimonies, advocating that it was time to extend “rights” to all Marylanders and the need to stand up for and recognize love. As the primary sponsor of HB 55, Delegate Luiz Simmons argued during the hearing that there is no evidence that marriage for same-sex couples would diminish the institution of marriage or of procreation. In response to arguments that God does not approve of same-sex relationships, he inanely stated “God has not signed the witness list.” Other panelists, who included openly gay Delegates Heather Mizeur and Anne Kaiser, along with other supportive legislators and citizens, made the argument that simply creating civil unions in the state would ultimately create a second-class citizen status for homosexuals. Senator Raskin, in a written statement, said that it is a “fundamental wrong” not to provide the fundamental right of marriage to all Marylanders.</p>
<p>On the other hand, opponents of HB 55 and SB 116 took a traditional stand, arguing for the same sentiments that guided the founders. Delegate Don Dwyer, the most publicly staunch opponent of the bill among Republican legislators in the House, bravely and poignantly opened his testimony in prayer. The arguments against the bill ultimately say that this is not a civil rights issue; marriage is a religious institution recognized by the state, and it is not up to the legislators to attempt to re-define it. They also argue that allowing same-sex marriage would alter and harm our society because marriage is for the purpose of creating new life, and children need both a mother and a father. Multiple former homosexuals even protested that the gay lifestyle is unhealthy and dangerous based on their personal experiences. They claimed that homosexuals are simply rebelling against moral foundations while forcing legislators and Americans in general to embrace their lifestyle lest they be deemed bigots or old-fashioned.</p>
<p>This is not an easy issue and cannot be taken lightly. So many peoples’ lives are involved and affected directly by the results of this legislation. Not only will it affect the institution of marriage within this state, but it will also make a serious impact on the economy, the social structure, and the education system to which we are accustomed. The Delegates in Annapolis are likely to vote on this issue by the end of this week. Many predict that it will pass the House and that it is highly likely that it will end up in referendum for the people to decide. Whatever happens, this issue is without a doubt the most crucial and dominant piece of legislation to be introduced in the 2011 session.</p>

<blockquote><p>Senator Stone,</p>
<p>My name is Matthew Newman and I&#8217;m a resident of Legislative District 6. State Senate Minority Leader Rob Garagiola has proposed legislation which will eventually raise the minimum wage to nearly $10 an hour. I oppose this legislation.</p>
<p>I have seen the impact of raising the minimum wage. Small businesses are hurt and unskilled workers lose their jobs. Businesses begin to cut corners and work with fewer employees as the cost to do their business rises. Those who do not let some employees go, merely raise the costs of their services or goods. This, in turn, hurts everyone &#8211; especially in our current economic condition.</p>
<p>According to federal statistics, in 2009 only 4.9% of all employees were making the minimum wage. Half of those workers were under the age of 25. These are not people raising their families. The minimum wage is not a living wage, it&#8217;s exactly what the name implies &#8211; the least amount of money a business is allowed to pay an employee. Raising this number to nearly $10 an hour is outrageous.</p>
<p>I also have a personal story. A friend of mine worked for Walmart in their tire repair center for years. Through hard work, he rose through the ranks and went from making the minimum wage at the time, approximately $5.50 an hour, to $7 an hour. A few weeks after his promotion / raise, the federal minimum wage rose to $7 an hour. His salary did not rise, but all those who worked alongside him did see their salaries rise. Newer employees and even those who had not worked nearly as hard as him were handed a raise. It was discouraging to him as it is to many people.</p>
<p>A minimum wage hike is unnecessary and irresponsible at this time. I ask you to strongly oppose this legislation if it makes it way out of committee. Thank you for your time, Senator.</p>

<p>Thursday afternoon, March 3, will be the public hearing for SB 390, which would require that Federal E-Verify System be used to check the legal status of anyone working on a State contract. The bill&#8217;s sponsors include Senators Shank, Colburn, Edwards, Getty, Glassman, Jacobs, Pipkin, Reilly, Simonaire, Stone, and Young; and the text of SB 390 is posted at <strong><a href="http://mlis.state.md.us/2011rs/bills/sb/sb0390f.pdf">http://mlis.state.md.us/2011rs/bills/sb/sb0390f.pdf</a></strong> .</p>
<p>E-Verify is an easy-to-use, non-discriminatory, web-based system for determining when a job applicant or employee uses fraudulent information or a stolen identity to apply for employment. E-Verify takes information which an employer is already required to collect about a new hire (e.g., name and social security number) and checks its consistency with Social Security and Homeland Security databases. Employers use E-Verify free-of-charge.</p>
<p>Employers who use E-Verify are immune to liability if they end up mistakenly hiring an illegal alien. E-Verify is extremely accurate as attested by numerous reports, including one completed in Dec, 2009 for the U.S. Dept of Homeland Security and another published by GAO in Dec, 2010.</p>
<p>Without this legislation, Maryland tax dollars will likely be used to employ illegal aliens. Every employed illegal alien results in an unemployed U.S. citizen (or legal resident). Further, businesses which cut costs by hiring illegal aliens below minimum wage and without benefits put law-abiding employers out-of-business AND pass a portion of their business costs onto taxpayers who must fund social services to underpaid illegals and unemployed U.S. citizens. A recent study, <em>The Costs of Illegal Immigration to Marylanders (</em> www.fairus.org/site/News2/1662078295?page=NewsArticle&amp;id=21907&amp;security=1601&amp;news_iv_ctrl=1761 ), conservatively estimates that the annual burden to Maryland government associated with illegal aliens is at least $1.4 billion, including&#8230;</p>
<p>· $966 million a year to educate illegal alien children and the U.S. born children of illegal aliens and an additional $250 million to provide special English instruction;<br />
· $167 million a year on unreimbursed health care for illegal aliens;<br />
· $29 million a year to incarcerate criminal illegal aliens</p>
<p>In other words, Maryland could have eliminated its budget deficit if employers here stopped employing illegal aliens so that the illegals leave Maryland. Maryland citizens know we have a problem; and a recent poll of 1,000 likely voters found that, by a large margin, Marylanders believe that illegal immigration harms our state (<a href="http://www.fairus.org/site/DocServer/md_poll.pdf?docID=4081">http://www.fairus.org/site/DocServer/md_poll.pdf?docID=4081</a> ).</p>
<p>When the State uses contractors, it is outsourcing what otherwise would be done by State employees who must, by law, be U.S. citizens. By not requiring that State contractors use legal residents for State work, the State is undermining its own laws and encouraging illegal immigration. Mandating E-Verify ensures that contractors vie for State work on a level playing field. Hiring illegal aliens is a violation of Federal law, and not taking reasonable steps (such as using E-Verify) to avoid having illegals work for the State undermines Federal law, the U.S. Constitution, and the rule of law. Hiring illegal aliens also aids and abets organized crime.</p>
<p>The Federal government, 11 states, and some Maryland county governments already require that their contractors use E-Verify; and over 240,000 businesses nationwide use E-Verify.</p>
<p>A similar bill was introduced into the General Assembly last year, but it was referred to Legislative Services for &#8220;study.&#8221; Please tell members of the Education, Health and Environmental Affairs Committee that you want the Committee to <strong>vote</strong> on SB 390 this year.</p>

<h3><strong>View from Annapolis: Tuition break for illegal aliens constitutes an &#8216;egregious benefit&#8217;</strong></h3>

<p>Approximately three years ago, I was at my desk in the House Ways and Means committee hearing room watching and listening. The room was crowded with people spanning from special interest organizations, to lawmakers, to citizens, statewide, all present for a single purpose: House Bill 1236.</p>
<p>House Bill 1236 entitled &#8220;Higher Education &#8211; Tuition Charges &#8211; Maryland High School Students&#8221; would have entitled illegal immigrants to be exempt from paying nonresident tuition at public institutions of higher education in Maryland. If passed, the bill would have taken effect on July 1, 2008, and required the governing board of each public institution of higher education to adopt policies to implement this bill. Fortunately, House Bill 1236 never made it to the House Floor for a vote.</p>
<p>This issue is no stranger to the Maryland Legislature. In 2003, the General Assembly passed House Bill 253, entitled, &#8220;Higher Education &#8211; Resident Tuition Charges &#8211; Immigrant Students and United States Military Personnel and Dependents.&#8221; The bill permitted illegal immigrants to receive in-state tuition at a public institution of higher education in Maryland; however, former Gov. Bob Ehrlich vetoed the legislation.</p>
<p>In his veto letter, the governor gave several policy reasons for vetoing the bill. Foremost, to grant in-state status to illegal aliens would violate a federal law enacted in 1996, and would reward illegal behavior. Gov. Ehrlich also addressed the fiscal cost to the state could be potentially large. He also opined that additional community college students included in the enrollment counts would increase the state&#8217;s obligations under the Sen. John A. Cade funding formula. Finally, the governor raised concerns that the bill would have allowed undocumented immigrants to take in-state slots from legal Maryland residents.</p>
<p>Despite the former governor&#8217;s position, the very same legislation that was vetoed in 2003 was resurrected during the 2007 and 2008 sessions. State legislators who were proponents of the bill believed it would have better success becoming state law as a result of the change of administrations.</p>
<p>House Bill 6, &#8220;Higher Education &#8211; Tuition Charges &#8211; Maryland High School Students,&#8221; was only successful in passing in the House in 2007.</p>
<p>Three years later and after three failed attempts, the Democratic leadership has once again re-introduced the same legislation during this year&#8217;s General Session in the form of Senate Bill 167, &#8220;Higher Education &#8211; Tuition Charges &#8211; Maryland High School Students.&#8221; It was heard Feb. 16 before the Education, Health and Environmental Affairs Committee, of which I am a member.</p>
<p>Although the language specifically contained within the bill defines &#8220;specific individuals&#8221; as &#8220;individuals, other than a student within the meaning of the United States Code, it does not clearly articulate who these &#8220;specific individuals&#8221; are. In the most, simplest terms, the most basic definition, they are illegal immigrants.</p>
<p>To permit illegal aliens to receive free public education in the United States has been a highly debated and controversial issue ever since the U.S. Supreme Court&#8217;s historic decision 29 years ago. In 1982, the Court, by a 5-4 vote, held a state statute that denied free public education to illegal immigrant children in violation the Equal Protection Clause of the 14th Amendment, because denial on the basis of alienage did not further a substantial state interest. The case was Plyler v. Doe. In Plyler, the Court determined the Texas law was &#8220;directed against children, and impose[d] its discriminatory burden on the basis of a legal characteristic over which children can have little control&#8221; &#8211; namely, because their parents had brought them into the United States, illegally.</p>
<p>Since 1996, federal immigration law has prohibited illegal immigrants from obtaining a post-secondary education benefit; however, States have found a means around federal law. Several states have successfully enacted legislation that provides in-state tuition benefits for &#8220;illegal immigrants&#8221; based on where a student went to high school, not immigration status.</p>
<p>Listening to same testimony that was presented in 2007, 2008, and now in 2011, I could not help but wonder why so many of my Democratic colleagues are so adamant to make this legislation become Maryland Law. Much to their displeasure, in my humble opinion, I share the same position as my constituents and the citizens of Maryland, that this legislation is unnecessary and unwanted.</p>
<p>Under the bill&#8217;s current form, the state&#8217;s expenditures would substantially increase for the worst. The legislative services&#8217; fiscal note for Senate Bill 167 indicates that the state&#8217;s expenditures for the Sen. John A. Cade funding formula would &#8220;increase by at least $778,400 in FY 2014.&#8221; These numbers relatively indicate Maryland&#8217;s cost per full-time student to be $2,100 in fiscal year 2014. Moreover, legislative services projected by fiscal 2016 the additional general fund expenditures resulting from this bill could exceed $3,505,700.</p>
<p>These numbers clearly substantiate the very same reasons represented in Gov. Ehrlich&#8217;s letter after he vetoed the legislation in 2003. Furthermore, the money generated to fund this egregious benefit would ultimately derive from the wallets of every citizen, legally residing in Maryland &#8211; yet, another burden the General Assembly may place upon the shoulders of every Maryland taxpayer.</p>
<p>Secondly, in Plyler, the U.S. Supreme Court&#8217;s decision addressed the fact that the state statute imposed a discriminatory burden on illegal alien children brought to the United States, illegally, by their parents. They had little or no control over their own decisions or lives at that time.</p>
<p>Unlike here, the individuals that Senate Bill 167 attempts to aid are not children, they are grown adults that are fully capable of making an educated decision on whether to become a United States citizen that will allow themselves to receive the rights and privileges under the United States and Maryland Constitutions or to remain a criminal.</p>
<p>As to the States that have already passed legislation that provides in-state tuition benefits for &#8220;illegal immigrants&#8221; based on where a student went to high school, not immigration status, some are having trepidation on their decision. In 2008, the National Conference of State Legislatures issued a report which indicated that at least four of the states that have passed laws providing in-state tuition benefits to illegal immigrants have since considered repealing the laws.</p>
<p>When an individual breaks a federal, state, or local law they are considered a criminal punishable by the law. An illegal immigrant is committing a criminal act by illegally residing within the borders of the United States, so why when it comes to the issue of higher education does the Maryland State Legislature continue to digress from enforcing the laws on illegal immigration and strive to reward these individuals who violate our laws, daily. If we fail to enforce our laws now, we stand to lose everything in the future.</p>
<p>To pass this legislation or any other form of its kind goes against the very fibers of our Constitutions (United States and Maryland), the U.S. Supreme Court decision in Plyler, and the federal Illegal Immigration Reform and Immigrant Responsibility Act of 1996.</p>
<p>It is for these reasons, I oppose Senate Bill 167.</p>

<p><strong>Federal immigration program is applied inconsistently in region<br />

<p>When D.C. Police Chief Cathy L. Lanier heard about a new federal immigration enforcement program last year, she said it could have prevented eight killings in the city in the previous two years.</p>
<p>But her enthusiasm was tempered by a concern that the program, designed to detect suspects in police custody who are undocumented immigrants, would also ensnare people who had committed minor offenses, prompting immigrants not to report crimes and domestic abuse to police.</p>
<p>Lanier worked behind the scenes last year with federal officials to redesign the program in potentially far-reaching ways, according to recently released internal documents by the U.S. Immigration and Customs Enforcement agency.</p>
<p>But Lanier&#8217;s attempt to get the program to focus on serious offenses was stymied when the D.C. Council and community groups expressed reservations about participating in any fashion. Eventually, the city withdrew from the program.</p>
<p>Lanier&#8217;s efforts offer a glimpse into the myriad ways in which communities in the Washington region and across the nation have grappled with the controversial immigration enforcement program known as Secure Communities. The District&#8217;s experience also reveals how inconsistent federal guidelines have created widespread confusion. Arlington County, for example, was <a href="http://en.wordpress.com/types-of-blogs/">forced to participate in the program against its will.</a> Other jurisdictions, such as the District and Montgomery County, have been given significantly more latitude.</p>
<p>The Secure Communities program grew out of recommendations by the 9/11 Commission and has become a centerpiece of the Obama administration&#8217;s effort to focus immigration enforcement on criminals.</p>
<p>Under the program, fingerprints routinely collected by local authorities are forwarded to Immigration and Customs Enforcement for a status check. If a fingerprint is matched with someone known to be in the country illegally, ICE can order the immigrant&#8217;s detention as a first step toward deportation.</p>
<p>Initially, federal immigration officials promised many local governments that their participation would be voluntary. But in late 2009 and 2010, the officials modified their assurances. They began telling communities that the only voluntary part of the program was that a jurisdiction could choose not to receive information about why ICE wanted police to detain someone &#8211; a relatively minor aspect of the program.</p>
<p>&#8220;Because Secure Communities is fundamentally an information-sharing partnership between federal agencies, state and local jurisdictions cannot opt out from the program, though state and local jurisdictions can opt not to receive the results of immigration queries,&#8221; ICE spokesman Brian Hale said.</p>
<p>Hale said he expected that every jurisdiction in the country would be actively participating in the program by 2013. <a href="http://en.wordpress.com/types-of-blogs/">He credited the program with apprehending</a> more than 59,000 undocumented immigrants who committed crimes, including about 21,000 who had committed serious offenses such as murder, rape and child sexual abuse.</p>
<p>Last fall, the Arlington County Board cited the risk the program posed to community policing efforts and voted not to participate. But federal officials told the county that local jurisdictions cannot decide to opt out.</p>
<p>In Maryland, the situation is more mixed than it is in Virginia, where every jurisdiction in the state is participating in Secure Communities. <a href="http://en.wordpress.com/types-of-blogs/">The program has been activated in more than half of Maryland&#8217;s 24 jurisdictions,</a> including Prince George&#8217;s, Baltimore and Anne Arundel counties, according to ICE. The city of Baltimore is not yet participating in the program.</p>
<p>Although it is not clear why, Montgomery County appears to have been given leeway in joining the program, according to internal documents from ICE obtained under a Freedom of Information Act request by various immigration and legal advocacy groups.</p>
<p>&#8220;Montgomery County is neither opting-in nor opting-out of the program,&#8221; Montgomery County Police Chief J. Thomas Manger said in a statement. &#8220;When [Secure<br />
Communities] comes to the entire state of Maryland, we will participate.&#8221;</p>
<p>Manger also said the county routinely shares with ICE the names of all suspects who have been arrested in violent or dangerous crimes, along with any available information about their nationalities.</p>
<p>In an interview, Lanier said that she had hoped to find a middle ground that targeted violent and dangerous offenders for immigration checks while withholding the fingerprints of suspects whom police picked up for minor offenses.</p>
<p>&#8220;In the case of domestic violence, or if it is a minor misdemeanor case, there is a concern people will not come forward and report it,&#8221; she said, explaining why she thought suspects picked up in minor crimes should not be referred for an immigration status check.</p>
<p>She also said she was concerned that domestic abuse wouldn&#8217;t be reported because the victims would fear the deportation of family members. &#8220;If they don&#8217;t report it before it escalates, we don&#8217;t have a chance to stop it before it escalates.&#8221;</p>
<p>Lanier said she had conversations on modifying the program with members of Homeland Security Secretary Janet Napolitano&#8217;s office. She characterized federal officials as cooperative and said she had hoped that a modified program could create a new model for the nation. The District, she added, does not run suspects&#8217; names through any immigration databases.</p>
<p>After the D.C. Council expressed opposition to joining the program &#8211; and immigration advocacy groups voiced strong opposition to the program in any form &#8211; Lanier said she broke off the discussion with federal officials and pulled out of the program.</p>
<p>Federal immigration authorities &#8220;permitted the District not to participate until 2013,&#8221; Lanier said. &#8220;I was trying to negotiate some kind of agreement before it became mandatory in 2013. It&#8217;s a different ballgame now.&#8221;</p>
<p>Advocates for immigrants remain worried that the program is an overly broad dragnet.</p>
<p>&#8220;The program&#8217;s mandate is to target serious criminals that pose a threat to public safety,&#8221; said Sarahi Uribe of the National Day Laborer Organizing Network, which obtained the internal documents through the FOIA request.</p>
<p>&#8220;We&#8217;ve seen a majority of those identified and deported pose no threat to public safety.&#8221;</p>

<p>Secure Communities&#8217; Information-sharing Capability Activated Across California       Written by Border Scope   Saturday, 26 February 2011   Los Angeles, California &#8211; The activation earlier this week of Secure Communities in six northern California jurisdictions &#8211; Alpine, Del Norte, Lassen, Sierra, Siskiyou and Trinity counties &#8211; means the program&#8217;s vital information-sharing capability is, for the first time, accessible to law enforcement agencies in all 58 of the state&#8217;s counties. Secure Communities&#8217; information-sharing capability, a key component of U.S. Immigration and Customs Enforcement&#8217;s (ICE) comprehensive strategy to enhance efforts to identify and remove convicted criminal aliens from the country, uses biometric identification to alert ICE when potentially removable aliens are booked into local law enforcement custody for a crime. Since May 2009, when San Diego County became the first California jurisdiction to benefit from Secure Communities, ICE has taken custody of nearly 48,000 convicted criminal aliens in the state identified as a result of the program. Of that number, 23,712 have already been removed from the United States. The aliens deported from California as a result of Secure Communities include more than 10,000 individuals who had been convicted of serious or violent criminal offenses. The data is current through Jan. 31. The deportable aliens identified in California as a result of Secure Communities include a previously deported aggravated felon from Mexico who was arrested Jan. 31 by the Los Angeles Police Department for driving with a suspended license. Benjamin Yanez-Parra, 40, was subsequently turned over to ICE and is being prosecuted by the Los Angeles U.S. Attorney&#8217;s Office for re-entry after deportation. The publicly available case indictment details what the Secure Communities fingerprint screening originally revealed, that Yanez-Parra&#8217;s criminal record includes three prior drug trafficking convictions and a burglary conviction as well as six deportations over a period of 11 years. In Sacramento, Secure Communities is credited with identifying a man who used an alias following his Sept. 2010 arrest by Sacramento police for carrying an open container of alcohol in public. That individual, Jorge Vega-Reyes, was ultimately prosecuted by the Sacramento U.S. Attorneys Office for felony re-entry after deportation. As with the Los Angeles case, the publicly available case indictment details what the Secure Communities fingerprint originally showed, that Vega-Reyes had multiple prior convictions for drug trafficking as well as a conviction for assault with a firearm and had been previously deported. Vega was convicted of felony re-entry in November 2010 and is currently serving a 27-month prison sentence, following which he will be deported to Mexico. &#8220;This is another significant milestone in the ongoing national deployment of the Secure Communities strategy,&#8221; said Secure Communities Acting Assistant Director Marc Rapp. &#8220;Secure Communities is improving and modernizing the identification and removal of criminal aliens. It is a major step forward in ICE&#8217;s efforts to work with local law enforcement in California and across the country to prevent criminal aliens from being released to our streets.&#8221; Prior to the deployment of Secure Communities, biometrics-fingerprints-taken of individuals charged with a crime and booked into custody were checked for criminal history information against the Department of Justice&#8217;s (DOJ) Integrated Automated Fingerprint Identification System (IAFIS). Now, through enhanced information sharing between DOJ and the Department of Homeland Security (DHS), biometrics submitted through the state to the FBI will be automatically checked against both the FBI criminal history records in IAFIS and the biometrics-based immigration records in DHS&#8217;s Automated Biometric Identification System (IDENT). The IDENT system is maintained by DHS&#8217;s US-VISIT program and IAFIS is maintained by the FBI&#8217;s Criminal Justice Information Services (CJIS). If fingerprints match those of someone in DHS&#8217; biometric system, the new automated process notifies ICE. ICE evaluates each case to determine the individual&#8217;s immigration status and takes appropriate enforcement action. This includes aliens who are in lawful status and those who are present without lawful authority. Once identified through fingerprint matching, ICE will respond with a priority placed on aliens convicted of the most serious crimes first-such as those with convictions for major drug offenses, murder, rape and kidnapping. California is the ninth state nationwide where Secure Communities has been fully deployed. Other states include Texas, Arizona and Florida. Across the country, ICE is using the Secure Communities information-sharing capability in 1,067 jurisdictions in 39 states. By 2013, ICE plans to be able to respond nationwide to all fingerprint matches generated through IDENT/IAFIS interoperability. Since ICE began using this enhanced information sharing capability in October 2008, immigration officers have removed from the United States more than 62,500 aliens convicted of a crime. ICE does not regard aliens charged with, but not yet convicted of crimes, as &#8220;criminal aliens.&#8221; Instead, a &#8220;criminal alien&#8221; is an alien convicted of a crime. In accordance with the Immigration and Nationality Act, ICE continues to take action on aliens subject to removal as resources permit. &#8220;US VISIT is proud to support ICE, helping provide decision makers with comprehensive, reliable information when and where they need it,&#8221; said US-VISIT Director Robert Mocny. &#8220;By enhancing the interoperability of DHS&#8217;s and the FBI&#8217;s biometric systems, we are able to give federal, state and local decision makers information that helps them better protect our communities and our nation.&#8221; &#8220;Under this plan, ICE will be utilizing FBI system enhancements that allow improved information sharing at the state and local law enforcement level based on positive identification of incarcerated criminal aliens,&#8221; said Daniel D. Roberts, assistant director of the FBI&#8217;s CJIS Division. &#8220;Additionally, ICE and the FBI are working together to take advantage of the strong relationships already forged between the FBI and state and local law enforcement necessary to assist ICE in achieving its goals.&#8221;</p>

<p>It has been just over a week since the national board of Young Americans for Freedom removed Republican Congressman Ron Paul from the national advisory board. This was not an easy nor was it a rash decision on YAF’s part. Rather, this action against Representative Paul was for the ultimate benefit of YAF’s future as a cohesive and strong organization. As a co-founder and leader of one of the first university branches of YAF in the state of Maryland, I would like to further explain this decision and offer support on behalf of UMBC Young Americans for Freedom chapter.</p>
<p>There is no doubt that Representative Paul has done wonderful things for his country. He stands firm in the constitution and believes in the traditional principles of American society. However, his stance on foreign policy, particularly when it comes to the War on Terrorism, is in stark and blatant opposition to the Sharon Statement, which is the foundation of YAF’s core values.</p>
<p>The reason that the YAF national advisory board decided to remove Rep. Paul from their ranks is because of his opposition to America’s foreign involvement in the Middle East. It is Rep. Paul’s belief that American foreign policies are the reason for the devastating terrorist attacks on the United States and our friends. Paul is such a strong anti-war advocate that he seems to deviate from the fundamental conservative principle to act militarily when the national security of our nation is at stake.</p>
<p>The Sharon Statement clearly lays out its principle on foreign policy: ‘American foreign policy must be judged by this criterion: does it serve the just interests of the United States?’ YAF believes that, while Islamist extremists want to harm our nation and our nation’s allies, the US is cannot stand by and wait for the next attack. Rep. Paul simply does not see it in this way.</p>
<p>Commenting on the removal of Rep. Paul is YAF’s Senior National Director Jordan Marks, who explained the disparity between YAF’s values and Rep. Paul’s anti-war sentiments further: “Freedom and prosperity cannot peacefully exist alongside radical Islam. It is unfortunate that Ron Paul – a member of the U.S. Congress – does not understand this. Surely, our enemies do.”</p>
<p>There is no doubt that the Young Americans for Freedom have received some undeserved backlash from this recent controversial decision. However, it is clear that the na<a href="http://kristinsdesk.files.wordpress.com/2011/02/yaf_logo.jpg"><img class="alignright" title="Yaf_logo" src="http://kristinsdesk.files.wordpress.com/2011/02/yaf_logo.jpg?w=155&#038;h=155" alt="" width="155" height="155" /></a>tional advisory board was fully grounded in principle in this decision. As previously mentioned, Rep. Paul is a highly respectable man and there is no denying the work that he has done for this nation. His foreign policy stance simply does not align with the principles and core values of the Sharon Statement, which is YAF’s founding and guiding document.</p>
<p>Therefore, UMBC YAF joins the Maryland YAF in supporting of the national board’s decision.</p>
